Three Red Seaxes on Blue Square.

This badge showing the three Seaxes of the arms of Essex is of the same design as 223rd Independent Infantry Brigade (blue Seaxes on red square) and the Essex County Division (white Seaxes on red square) but I hav'nt identified this version of red on blue.
Can anyone identify it please?
Do the colours indicate a RA or RE link?

223 Independent Infantry Brigade.
21.07.41. This Brigade left the Essex County Division but retained the design of Division’s badge- subsequent research indicates the Bde retained the white/red version.
Howard Cole notes the change in colours from white seaxe on red to blue seaxe on red. Examples of this badge have not been found so it is possible he meant red seaxe on blue, as attributed to 563 (M) LAA Regt, RA.

Best guess is that this is a regimental flash as worn by RA.

I've had an example of this badge for a long time, and somewhere I got the ID "28th (Essex) Searchlight Regiment." Is that wrong?

This wiki mentions 563 and 28 RA.

Norman Litchfield, The Territorial Artillery 1908-1988, p70, shows this badge as being worn by 28 (Essex) SL Regt RA (TA) during the Second World War, and then by 563 SL Regt RA (28 Essex) (TA) post-war.

'Seax' as in the Essex Coat of Arms.
