Could it be Belgian Police?

Is the picture not upside down? The position of the stalks of the two sprays of leaves suggest that the design is actually this
IMG_20200807_082856a.jpg with the sword reversed. The sword is a broken one, i.e. the point is missing. (Apologies to Spitace41 for taking liberties with the image)

A button with exactly this design was in a Belgian friend's collection and is in his book on Belgian Police buttons. The sword points downwards.
The button was for the Belgian Police music corps. |

Many thanks for all the replies. I would never have guessed Belgian police. Sadly not my theme, but interesting nontheless. Cheers.
