Think this is something like Lord Lieutenant.

I think Lord Lieutenants of Ireland just wore shamrock and crown. Several Irish regiments had the motto Quis Separabit? - who will separate us - the motto of St Patrick. This includes Irish Guards but they have a date in Roman numerals below on their button as do the 4th Irish Dragoon Guards on their post 1904 button..

Definitely not a regimental button. Still think Lord Lieutenant. One of the button collectors will know for sure.

Dennis Blair in his booklet "British Buttons" has the KC shamrock (R10) as H.M. Lieutenants of Counties for Northern Ireland and the one with the garter (R12) as Lord Lieutenant of Northern Ireland.
