Royal Fusiliers cap badge backing

I've recently bought a Royal Fusiliers (City of London Regt) cap badge that has come with a cloth rectangular red over blue backing (sorry, my camera is actually out of order). Was it a device worn by all the RF battalions or just by 8th Battalion, since the rectangular patch is divided horizontally? Any hints?
