It is one of a number of patterns of generic police insignia produced from the early 1900s up to the late 1950s. They were usually worn by smaller town and municipal police departments that couldn't afford the expense of individual insignia. Depending on the Police Acts of the various Provinces they were sometimes worn by private corporation police such as those run by mining and lumber companies. Badges such as these are moderately collectable but are not rare. The Canadian Police Insignia Collector's Association website is at: http://www.cpica.ca/main.html but it has not been updated in some time.
