Can anybody ID this rank insignia (assuming that's what they are) for me, please?

Not a rank insignia, but the collar tabs (called kragenspiegel) worn on German uniform to indicate by colour (waffenwarbe) the corps, branch or service. This one is likely East German Transportation Police.
