Eagle badge

This badge is very similar to the RAF eagle but its manufacture looks continental. Light stamped metal, looks to have been pin/broach back.
Wingspan just under 10 cms, broken tail below- perhaps it was clutching something in its claws that was inappropriate?

I would be most grateful for any ID.
