They appear to have a connection with Somaliland. Possibly Police or Military.

I agree with Dave, the bottom one is Somalia Police http://adintpolcol.tripod.com/Somalia.html. I would be interested if it is available for swap or sale.

I have the top one, I believe it is from Somalia but haven't been able to confirm it 100%.

A few months ago I was able to confirm that the top badge is the beret badge of the Somalia Custodial Corps (prison service) (scroll down to page 6 on the attached link):
