Default Signals, Good or bad

I picked this badge up in a trade, but have real doubts about it being good. However, I would value more knowledgeable opinions. To me, it looks like a very poor cast copy.

Terry, I for one have a small collection of these type of badges, interesting items, but not ones I pay a lot of money for.
