The "bear" is an officers beret badge (and collar badge?) of the Warwickshire Yeomanry, perhaps has survived as an insignia in successor units?

The wings are a fairly abused set of Royal Marines No 1 dress SBS qualified wings (which aren't actually worn by the SBS, 'cos they don't wear blues).
