20 Club

Has anyone ever heard of something called the "20 Club". I am not even sure it is military, but put it here "just in case".

The man on the badge is, as it says, Canning. See photo on his wiki entry:

What was this "20 Club"? Whatever it was, they seem to have had some money, as the piece is hallmarked silver.
