Default British North Borneo Company

Now here is a puzzle. I have this very nicely made pin back badge ( Spink & Son) . It has a gilt finish . It has a motto, Pergo et Perago, which Wikapedia tells me means, I undertake and I achieve. I googled the motto and found that it was used ( though not exclusively ) by the British North Borneo Company, which existed from 1882 to 1946. The coat of arms on the badge proved to be that of the Company as on the rather scarce British North Borneo Medal ( also manufactured by Spink). My question is naturally, who wore this badge?Can anyone help ?
