Default Unknown possibly Indian badge

Any idea who would have worn this ? Of some age , its fittings ( pin and fastener) are possibly for wear on a pugree, height is 7 cm, a large badge, very well made.
"Heavens Light Our Guide" is usually the motto found inscribed on The Star of India, during the British period, so its most likely Indian, but worn by whom? The badge is not mine but a collector friend not in the forum has asked. Thanks in advance. Piffer

I have a dessert spoon with a similar crest which would suggest that it was used by a large organisation. Perhaps India Office or at Government House or somewhere similar. A bit vague, I know.
