Unknown badge on belt buckle

Hello All

A friend of a friend has been trying to identify the badge on a brass belt buckle.
It has two small sectionalised bullets on the side and two anchors in the background so I am assuming it is navy.

I am at a loss, does anybody have any suggestions?

Looks like it should be possible to read the wording on the strap? If not, black light should do the trick, or applying some ink or thin paint may make it possible to read it.

The wording reads "Je Maintiendrai" and the badge appears to be that of the Netherlands Marine Corps (Korps Mariniers):
