I just seem to recall back in the 70's when brassards in shirtsleeves weren't the norm that I saw, I sighted anod al drums on red cloth backing. "Trade" badges on JHW's and No. 2's were cloth, never anod. al.
Maybe that was just the case in my little world at the time.

I found a ref to the LI in the ADR dated 2016. Very confused section relating to embellishments.
