Default Black Watch Imperial White metal badge with sheet cut lugs

Purchased this recently with a lot of CEF and British badges. It is an Imperial Pattern Black Watch badge but has the flat brass sheet cut lugs. I know that the 42nd and 73rd Battalions CEF had badges manufactured with these lugs but have never seen them on white metal badges to the Imperial Black Watch. Is it possibly Canadian ? To be clear I will be selling this badge in the future.

Can be seen on quite a few British WW2 badges.
