This was a recent ebay find, Am I right to say SOUTHTON is a sort of city within Southamton, and what does COM stand for? Kevin

Com Soton
Com Soton/Southton is a long established term for Southampton which was originally a County in its own right, the Com being an abbreviation for the Latin word Communitas. It's a term for the city that goes back to medieval times.
The scan shows the old county arms with the motto. Sadly the missing middle probably holds the full answer. Hope it helps Postwarden |

It is the female part of a Hampshire Constabulary belt buckle. The male part consists of a "rose".
