Default Unknown Armband?

I bought this from the set of pattern books being broken up and sold on ebay, apparently there are unfortunately no clues as to the company involved, it says
"armlets" so I presume that means armbands? there were several batches from 1939 to 1941 but who wore them?

I cant help thinking Royal mail (or similar) - but could be way off

It is a possibility and it may be why I was drawn to it, I come from a long line of postmen and I have one of these 1942 combinations to do up, it has the Crowned Cypher on the toolbox but with the "VI" in the design.

I also did wonder about Police Special Constables or Umpires?
