I think they were delivered then handed back in when the recipients went to the station to collect their belongings.

They were sent to regiments stationed in the barracks at Cambusbarron, Stirling, requesting they collect kit bags and parcels from the station.

The postage stamps on the cards have been "franked" , showing they have been through the mail system. I think they would have been stored (as receipts) to show which items had been collected.
