Default Sleeve badge to identify please

Hi - I'm new to this forum, and I expect this badge will be instantly recognised ! - but I apologise for the poor resolution of the image, which is from a low-res scan provided to me by someone else. I'd appreciate a lead please ... many thnaks in advance

Many thanks for your quick responses. I am hoping to get a better copy of the whole picture with an identification of who it was, so I'll post that when I get it, but it may not be for a couple of days.
