Hi from a newbie!
Any help appreciated! bright nickel plated over brass.
UK Maker (still in business but unresponsive) is:

Thomas Fattorini Ltd.
Regent Street
Birmingham

French Motto is:
"Ah Qu'il est Bon le Bon Dieu" which roughly translates as "God is Good"

Thought this may be from a School Corps or local Constabulary perhaps.

The shield and motto are the same as those of Notre Dame High School Sheffield.

The motto itself seems to have been used worldwide by Notre Dame schools, as it is St Julie's motto.
