Thanks for that, Leigh. However, I have another patch which I was told is Civil Defence, which I have shown below. Are these different patterns at different periods, perhaps?

Sorry, I don't know, the design you show was used on cap and perhaps helmet insignia but I don't know if it's been superceeded by the other pattern you show.

From what looks to be a rather complicated translation of the motto - below:
