Re Post #5 Steven is correct that this is a QAIMNS (later QARANC) Officers Cold Weather Cape, worn on top of the Tippit as required when in ward dress. A Greatcoat was worn when in Service Dress.

There is also an issued QARANC Cape for other ranks post 1949
