Being a TA battalion, the OR dress uniforms were apparently sourced differently than the regulars, at least in some circumstances in the earlier years. This applies to Yeomanry and especially the old Volunteers as well. One frequently sees such OR and NCO uniforms made by provincial tailors.
The Royal Clothing Factory made sizes to fit just about everyone with only extreme exceptions. The man in the photo looks to be average in size, so who knows for sure.
