Default A New CCF Unit Arm Badge

A most unmilitary looking arm badge - this is the badge worn by North Birmingham Academy Combined Cadet Force. The unit was formed earlier this year under the Cadet Expansion Programme (CEP) and wear the cap badge of the Royal Military Police on a Navy Blue beret.

An absolutely inspired design.
It looks like it'sflat lining.
Is it based on a council logo or similar?
I wonder who designed that, I do hope it wasn't an agency paid lots of money.
