Default Medal bar

This chap was awarded 4 medals. 1939-1945 Star, Africa Star, 1939-1945 War medal and the Africa Service Medal. I also have a ribbon bar belonging to the same chap. My question is why are only three ribbons represented on the bar?
Any help appreciated.

Possibly worn before the issue of the War Medal 1939-1945.

Seems strange to me. All the SA medals I have seen with the original envelope were sent complete with the war medal. I don't think it was possible to get the Stars 7 ASM without a war medal as well. Maybe he just didn't have a 4-space bar and decided to leave the WM off?

That's my guess too. The War Medal 1939-45 was a late addition to the series of WWII campaign awards. As the ribbons were issued at the time, long before the medals themselves were posted out (which was not until around 1951), it could well be that this chap made up his ribbon bar in 1945, before the War Medal was created in 1946.
