Default Lincs VB, militia or regulars?

Can anyone tell me by the tunics whether these are regulars or not? I would have thought they would have had jam pot cuffs if they were regulars?

These chaps have collars and cuffs in white.

I wonder if they are not Lincs at all but some other wearer of the sphinx collars?
