Default Royal Navy blanking patch

Chaps, I picked this up this morning, purely as I'm not familiar with this version of the RN badge. I havent seen the green backing before. Can anyone shed any light on this for me at all? Is it a 'made up' thing, cut from something else?

I've seen something similar worn or on a flight suit but not on a blanking plate.

Do Sea Cadets even wear MTP?

Funnily enough I drove past our contingent of Sea Cadets yesterday, they had a mix of RN blue uniform and MTP.
