Default Rank and rate.

I was given this as a Christmas present last year but only now have I noticed the rank and rate, wasn't there an effort to match rank rate , so anyone know what's going on with this.

It could be that the person concerned had been disrated, hence Crown and "hook" but since I left the RN 30 years ago, he may still have qualified for the higher rate but had not, as yet, picked up his "cross hooks" if that still happens.
