I'm struggling to identify this badge displayed on a shield.

Maybe it is not Military?

Anyone help me identify please?

The flag in the middle is West Flanders in Belgium

There was a 24th West Flanders Line Infantry Regiment in WWII, the plaque is not from that period though.
