Looks like it is for the Knights Templar. One of their badges has a red cross outlined in yellow.

Looks like a reproduction of the 79th Heavy Anti Aircraft Regiment Royal Artillery badge. Formed in 1947 from the 7th Heavy Anti Aircraft Regiment RA, which served on Malta during World War II, disbanded in 1954.

If it is not a reproduction then it is a band new old badge.
