Can anyone tell me what type of dress this would be worn on?

Hello Bill, The slip-on appears to be for the shirt sleeve order of dress. With the red rank pips, it would date the slip-on to before unification of the Canadian Forces in 1968. These may also have been worn on the bush dress jacket.

Yes Bill, it is Hodden Grey. Got it from TS with the shoulder titles.
