Too large for that? A Canadian unit? Perhaps it's just the glare from the badge making it look larger than the Infantry Training Bn badge.

Could it be a Machine Gun Corps badge on a Tam O'Shanter?

I know there was a Scottish Unit wore them in WW1, could this be a Canadian MGC badge with scroll?

Just a thought.

Agree, it looks like the Infantry Training Battalion Badge to me as well, coupled with the awful headdress, late WWII.
