Default Identification on Gilt Button

Can any forum member help me to identify this button? It is Victorian crowned. 25mm wide.

Looks like the 'Upper Thames Patrol' badge, but the QVC is throwing me, as I believe this was a WW2, HG-affiliated unit.

According to Gaylor's the Upper Thames Patol wore the badge of the Thames Conservancy with UTP below so I assume using the QVC as a guide the button is Thames Conservancy.
