Ideas on VC badge please? Possibly same as the other badge but this has had the loop? cut off and replaced with two lugs 'E & W'?

I have seen those big fittings used on horse furniture, a 'bit-boss, badge on the harness at the horses mouths. I don't know if that is what this is though.

Received the badge to day...very small, a fraction over 2CM from crown to bottom star point and just under 2CM E / W.......you can just see on reverse where the remains of a thin wire (i am informed called a staple) from N to S that fitted a harness strap called the 'Brow Band'......it has been fitted with two lugs pictured, never been polished or worn, and we think being converted to an early collar badge. Also gilded.......any info appreciated.
