Default Formation sign for identification BAOR

Could someone kindly confirm what formation sign is being worn? The image is of a Royal Malta Artillery serviceman in Mulhiem Germany whilst forming part of the British 1st Corp BAOR in 1966.

I believe the formation sign is of the 21st Army Group but cannot make out crossed swords!
