Default Argentinian Toc H officer in Burma

Does any member have any ideas about this chap. The picture came with a lot of Pow ephemera. He is wearing a Toc H cap badge and shoulder slip ons with added Argentina tags. The name on the back says Major Garry Ppeippher or something .Burma 1945

Wearing the ribbon of the 1939-45 Star, I can't make out the other one (Pacific Star, Burma Star?).

Its a MID for Burma
