Is this fine, young chap with the Portsmouth badge a cadet? Not quite sure who wore this badge.

Looks to me like Portsmouth Grammar school OTC.

Yes it is Portsmouth OTC. The hat suggests pre 1940.

That's interesting, Mike. Makes me now think which cap badges in the British Army have had the longest period of use, unchanged.
