Default Rhodesian patch

Unknown Rhodesian patch most likely from ww2 period. Size 80x70 mm. Does anyone know ID this badge. The motif appeared to be the Rhodesian pick and at the bottom might splinter from it when used. It could also be that it is a signal device.

Default Not Rhodie

I don’t recognise it as Rhodie.
I suspect the picture is upside down and the pick axe is actually a fouled anchor. The red Scribble would then look like Arabic writing.
Leads me to the conclusion it’s a Middle Eastern navy rank badge, which is also supported by the blue on white colours.
