Have we anyone who can read Chinese please?

A certificate depicting the Royal Navy Ensign and flag of Peoples Republic of China, dolphins badge Royal Navy Submarine Service.

What does the text say please?

I can't speak Chinese but I use the Google Translate App for other languages, it can be a bit random with characters and using screen shots.
You may get a more accurate translation from the original.

This was the version that made the most sense

Mr. ZS certificate participated in the "Lessons in Submarine Operations" at Qingdao Haijun Submarine Academy in September and July, and hereby certifies that Compton-Hall is a retired lieutenant colonel of the British Royal Children’s Army. Director of National Submarine Museum 1700


British Royal Children's Army is an obvious miss, it may mean Navy Cadets. I Googled Compton-Hall and he is retired Navy and a submarine warfare author.

With Steve's translation and others received on a different forum I believe the certificate reads:

The top 2 Kanji says: Certificate

The translation says: Sir (you…) in October 1987 at Qingdao Navy Submarine Academy attended my personal lecture " Submarine Combat Experience" and this is to certify attendance.

Then the name of the lecturer: Royal Navy Lieutenant-Commander Patrick Richard Compton-Hall (retired) Director British Submarine Museum.
