Default Great Britain and England Titles

TITLES
I have 2 titles as shown but I am wondering what they would be for, my thoughts:
Great Britain -The colours are akin to the colours of the International War Graves Commission (IWGC), but I can find no reference to this title being used. Anyone working for the IWGC would wear this or similar titles regardless of country!
England - This is white on black affixed to a tropical, drill epaulette loop. First thoughts are RAF but would expect title to be on blue/grey or similar and why use the word 'England'?
I am a dealer but would like to get things right. I hate putting 'NK' or 'Unknown' on items so any help would be appreciated.
Please don't assume I have all the books/references you may have or that I am able to use them as I have MS and my hands don't work very well.

Sean was close with his suggestion but this original set shows that this particular title was worn by civilians working for the Ministry of Supply with the occupation forces and CCG in Germany just after the war.
