Has the look of a Staff Officers' armband (armlet) which usually had a black or red cloth letter or letters sewn on to indicate role and service. Is there any trace of old stitching?

There is no sign of anything either being sewn on or attached, The general construction and materials would suggest it is 'of an age'.

To be clear, this item will be 'up for sale' at some point.
