Looks like a fairly recent, if not current, Canadian tab sewn to a shoulder strap to me.

It was worn in all orders of OD combat dress by the CAR, not just the smock. This would include the shirt, combat coat (jacket), parka, rain jacket etc. Throughout the 80s- 90s rank would move from the sleeves, to the slip-ons (like this one) and back. Rank was always worn on the slip-ons in parka and rain coat for example. Rank slides, or epaulette slides is not a commonly encountered Canadian term, slip-ons is.
