It looks like you’ve hit the nail on the head with the motto that was unfortunately too small to read in the photo. It’s not Uganda but Kenya, the coat of arms of the city of Nairobi.

Sorry about the link. I’m a bit of a noddy when it comes to technology. The photo I was trying to send you the link of shows a picture of the coat of arms and is described thus:
