Is there a genuine variation with St Andrew’s feet not going to the bottom of the circlet?

Well, I don't quite understand the question. The placement of the feet on the the little section of ground on the example shown is typical, but from what little I can see of the badge, it does not look good. A very muddy strike with poor detail such as this usually indicates a restrike. We would need to see the entire back of the badge to be certain.

I appreciate the reply.. I’ll get a shot of the back when I can. On this badge, it seems the feet are planted on the bit of ground, but there appears to be a gap b/w the feet and earth, and where they meet the inner circle surrounding St Andrew (as compared to my other Black Watch badge)

Looks OK to me. It's just a maker's variation in the die design.

I think it is probably Ok too. During WW1, many badges were churned out that were quite crude and dies were likely used beyond their time due to wartime exigencies. The mismatched lugs may be an indication of this period as well.
