Always intrigued by these "tinny" badges. Were they made because there was a shortage of material or, as I suspect, they were cheaper?

Hi Jon,
Did you ever complete this paper and if so is it possible to get a copy?
I’ve started collecting British home front badges and apart from Williamson and some very useful posts on this Site am finding it hard to get background information
