Default Unknown hat -- Boer War forage ??

Hello all
can any one tell what type of hat and what period is this hat please.

I would say it's continental, possibly German/Austrian, later than Boer war.

I would say it's made up, old European hat with a Victorian boot embellishment added.

Could it be a Dutch Colonial hat Officers from the 20's ?? Tropical ?

Steve the hat was made by J A Ross Exeter has label inside and its not a pieced together job .
