When and where was this badge made? Who had it made? Any information would be greatly appreciated.

--WW II crystal clear Home Front studio portraits. Particularly interested in NFS and Home Guard portraits. Bonus paid for a NFS studio portrait with a numbered helmet being worn.

Interesting item, made in the form of a colour patch, it seems. If so, the actual colours are a bit of a puzzle. It appears to be black over red (on the 2nd AIF grey background). If so, these colours were worn briefly by 2/13th Bn before going overseas, but were no longer worn during service in Tobruk. If the top colour happens to be brown (it's hard to tell from the photo and the age of the item), then it represents 2/23rd Bn.
