Default W.W.V.R shoulder title

Hi Gents,
brooched shoulder title unknown to me. Could be Canadian?

There were several volunteer women's organizations active at the start of the Second WW. They used the abbreviation WVR. There were some that added to that, eg Winnipeg Women's Volunteer Reserve.
I have seen / have some cloth titles for various WVR units, but I am not aware of metal examples.
