Default 14th Number

has anyone come across these size large numbers before, and what were they used for? Are they Army or Civilian.
Appears chromed, and is 27mm high by 28mm wide... has "Bock, Wellington" stamped to back base.
The brass Reinforcement shoulder number is just for scale.
